| Upon the passing of this constitution and treaty both the "State of Darnussia" and the "Republic of Narikaton" pledge to form a confederate union between the two, creating a common parliament and vouching to: 1. Have a common currency for both nations 2. Have a common military 3. Have a common foreign policy 4. Have a common financial policy and central bank 5. Have a confederate government set up to legislate, control and direct these common policies and institutions 6. allow the new parliament of the confederacy to legislate any matter 7. To respect any confederate law passed and both nations will be requested to, but not bound by, abide by the confederate laws passed The new to be established united confederate government will be obligated to: 1. Preserve most self governance for the two states 2. Only legislate the utmost necessary, leaving most domestic policies to the respective government's of the two countries. 3. Respect the wishes of both the Narikaton government and Darnussia government Both the nations of Narikaton and Darnussia maintain the right to legislate their own laws in their own respective parliaments, maintain their own police force and maintain their own institutions. Both nations can withdraw from this treaty of confederacy by a 2/3rd majority vote in their respective parliaments. Upon the passing of this bill and treaty the name of the nation will be changed to "Confederatie van Narikaton en Darnussien/Staatenbund von Narikaton und Darnussien (Narikaton and Darnussia)" There will be a "administrative" capital for the confederation located in Doressa, Darnussia and a "Symbolic" capital located in Moete, Narikaton. In the administrative capital the government and parliament will be seated. In the Symbolic capital the presidential palace will be located. RESPONSIBILITIES OF THE PRESIDENT The President will be the symbolic head of the confederacy and shall serve as head of state, attending official state bussiness at home and abroad RESPONSIBILITIES OF THE CHANCELLOR The Chancellor will acts as the Head of Government, serving as the leader of the nation and chair of the cabinet. he or she is the most important figure in the executive. |
