Article 1:
Curfew policy (curfew time to be determined in the bill description):

Value: Local governments may impose curfews, but only if a state of emergency has been declared.

ID information: The national government can also impose curfews, on areas or the whole of Kanjor. A curfew imposed by the national government comes into effect even if the local government disagrees. The national government can stop a local government imposed curfew if the curfew lasts longer than 6 hours. There is no maximum time for curfews, but they must be reviewed every 6 hours.


Article 2:
Policy on the organization of police/law enforcement:

Value: There is a national police department funded by the national government and there are local police departments, funded by local governments.

ID information: The national government provides an amount of money for local police for each local government, and that money must be used for police. Local police are answerable to the national government.


Article 3:
The government's policy towards the funding of libraries:

Value: The national government provides local governments with funding to operate libraries.

ID information: Libraries must meet standards set by national and local governments.


Article 4:
The government's policy concerning museum funding:

Value: The national government provides local governments with the funding to operate museums.

ID information: Museums must meet standards set by national and local governments.

Forest management:

Value: Local governments are required to operate forestry agencies, which own and manage all forest land.

ID information: Forests must be protected, and a committee in the National Assembly is responsible for scrutinising the work of forestry agencies. Forests must, at the very least, have protection from human disruption (rowdiness, public drunkenness, etc.), and have significant protection from botanical diseases. Forestry agencies must make an active effort to prevent illegal hunting and logging.


Article 6:
Government regulation of hunting.

Value: The matters of hunting and fishing are handled by local governments.

ID information: Hunting and fishing must be restricted to certain areas and periods, and licences to do either must be obtained. However, it is up to local governments to decide on the areas and periods themselves, and on how licences are obtained


Article 7:
Waste disposal responsibility:

Value: It is the responsibility of local governments to decide on waste disposal regulation.

ID information: Recyclable waste must be recycled, and it is up to local governments to regulate and organise this. The national government checks that this is being done professionally. Waste pickups are publicly owned, but the local governments decide what is free and what is an additional cost. The frequency of pickups is also decided by local governments, but it must be reasonable.


Article 8:
Commercial fishing regulation:

Value: Local governments can establish fishing quotas

ID information: Fishing quotas must meet government environmental policies. They must be enforced, but local governments organise this.


Article 9:
The right to gamble:

Value: The legality of gambling is a matter of local governments.

ID information: Gambling licences must be issued to casinos, but local governments decide how application works. Gambling is allowed in private homes, but local governments can impose a maximum stake, and property cannot be gambled, only money and hypothetical money.

MessageThe PSK remains staunchly opposed to expanding or enlarging the federal authorities of the nation, and will strive to reverse any and all federal policies currently implemented.
