In light of recent polls, and especially given the Council's stance toward both local government power and subsidy policies, this act seeks to allow local governments to craft agricultural subsidy policy as they see fit, rather than leaving it to the national government.

MessageWhile the intent to reflect the desire of the people is well intentioned, the consequences of such action could be disasterous.

Rapula having a prediliction for government action in many fields would attract the majority of farmers away from those states without such interventionist prediliction. The economic imbalance would be a further cause of instability in a nation that is only just recovering from the recent upheavals.

We in the ASP would recommend deferring this action for a while, to allow a period of stability in the nation.

MessageWhile favouring decentralization, we would point out that there are environmental issues realting to agriculture with antional implications. For instance, the use of toxic pesticides in one region will affect the ecosystem of other regions, while excessive irrigation by one region would lower the water table for the entire country. If the bill is submitted for a vote, we would propose that local governments be required to abide by national environmental standards.

MessageWell, it does eliminate subsidies in a way. Right now we pay farmers to grow crops. If agriculture is collectivized, the subsidies stop and are replaced with a controlled market Both this proposal and the collectivizaiton one eliminate the current farm subsidies regime, although in very different ways.

But subsides are the start of a controlled market. To me, the two are inseperably linked.
