| The Government of the Republic of Kalistan seeks to encourage development of the Rural Districts and regions of Kalistan. To wit, the following policy agenda will be set, and all branches of the Executive are hereby charged to make effort to see it carried out. 1) Major rural infrastructure and transportation development: We seek to not only develop new roads, and improve existing roads, but also lay new commuter track between the cities of Vrassa City and Senvias, via Neveras City and Port Swedes to speed commute to the coastal cities, between Santaburg and Gendaris in Odufaray, and between Harblop and Vrassa City in Vrassa. We also seek to begin work to develop a national commuter bus service to provide public transport between cities on the Mainland, and to expand service to Lodamun. 2) We should seek investment from other nations and buy in from Kalistani Firms to begin to build plants and operations to Vrassa District and Neveras District, with the aim of diversifying those two Districts' economy, as well as providing new good paying private sector jobs to Kalistanis. Specifically, the Republic will offer a one time dispensation of all corporate taxes for 1 year following the location and continuous operation of any domestically controlled firm to the environs around Vrassa City, Senvias, Port Swedes in Vrassa, Neveras City, Maridon, Vilbin in Neveras or Springfield Odufaray. To encourage permanent relocation, that dispensation will be rescinded retroactively if the company leaves the area within 20 years of obtaining the dispensation. The National Assembly, on approving this Development Initiative, is charged with overseeing its implementation by the Government of the Republic, and shall allocate all money necessary for its full and vigorous implementation. Both public and private sector enterprises are welcomed to take advantage of the Initiative, but private sector firms will be eligible for benefits where explicitly stated, while public sector firms will be excluded from any sort of tax dispensation. |
