Paragraph 1. This Bill authorizes the Government of Kalistan to issue Letters of Marque to Kalistani individuals, and private nongovernmental actors from any other Nation in Terra to operate in the Anantonese Ocean north of Ananto and Mainland Kalistan up to the limit of the National Waters of any other Nation, and within the Ananto Strait. This area will be known as "The Restriction Area". This authorization covers armed and unarmed vessels of all tonnage. Paragraph 2. The Letters of Marque authorize the bearer to capture or sink Malivian Flagged ships within the Restriction Area listed Above. In addition, the President of the Republic or the Premier of the Republic may authorize Bearers of the Letter of Marque to capture or sink ships from any other nations deemed "friendly to Malivia". within the Restriction Area. No ship MUST be captured or sunk by a bearer of a Letter of Marque. Paragraph 3. This act will authorize the Ministry of Trade and Industry to provide a bounty for all captured or sunk ship covered under this Authorization. The Bounty will be based on tonnage of captured vessel, or a flat fee for evidence of sinking. The Bounty will be paid based on Compensation rates set for Imminent Domain compensation for seized property under Kalistani National Law, and shall be paid to the bearer of the Letter of Marque. The Ministry of Trade and Industry will be authorized to sell all seized cargo on the open Market to replenish the Bounty Fee. Paragraph 4. Letters of Marque are specifically NOT authorized for the sinking or capture of flagged military vessels. Only Commercial vessels will be eligible for bounties under this Authorization. Paragraph 5. Bounties may be paid at Port Swedes Vrassa. Paragraph 6. The Letter of Marque will expire one year after it is issued, and Privateers may apply for a renewal no more than 1 month prior to the date of Expiration. Paragraph 7. Kalistani Colors must be struck before carrying out any interdiction under the Letter of Marque. They may be replaced with any other national colors or none, but Kalistani colors flying at the time of seizure or sinking will invalidate the Letter of Marque and the authorization under this act. Paragraph 8. Any casualties incurred by the sinking of any ship at sea must be reported to the Kalistani Regular Navy who have a duty to collect and ensure the safety of survivors of any sinking. Those detainees will be brought to Port Swedes and held for processing for deportation. Any crew aboard Captured vessels will be similarly treated. No detainee created as a result of any interdiction under this Authorization will be treated poorly or harmed in any way. |
