Luthori today faces the most unpredictable international scene in centuries. The once-dominant Northern Council, almost a thousand years old, has an uncertain future as Lourenne withdraws and Dorvik undergoes a democratic transformation and inward retreat after two centuries of SNP and FKP rule. But it holds now, as it did ninety years ago, that although there might be many candidates for the titles of 'great power' or 'emerging power', Luthori is not among their ranks. Since the Rickmore Report of 4304, Luthori's international position has first risen and then deteroriated to a state even worse than what could have been foreseen then.

This report looks at two areas of our overall national strategy, our military strategy and our foreign policy strategy, the latter largely but not exclusively from a national defence point of view.

𝐌𝐈𝐋𝐈𝐓𝐀𝐑𝐘

For decades Luthori has spent an astonishing 10% of GDP on defence. This, however, has failed to translate into actual improvement, with the vast majority of the ministry's budget being left to lie unused in the absence of any concrete proposals for what to spend it on. Although this gives us a considerable surplus to spend, the fact remains that it would have been preferable to focus on improving our military rather than simply throwing money at it and hoping that alone would fix outdated equipment and strategy.

Our primary focus, as ever, must be our homeland's defence. Although recent developments in Malivia have made armed confrontation in Artania less likely, we cannot be blind to the possibility of a war on our continent. Luthori's terrain, and the wider terrain of southern and south-central Artania, is best suited to armoured and mechanised warfare. The military's acquisition programme will look to expand its fleet of tanks. We have also identified another focus for the upcoming decades: power projection. As a country sorely lacking in power projection capabilities, Luthori must address this issue with targeted investment in our navy and air force. This is also a diplomatic issue; we must seek to establish alliances with other countries and military bases abroad.

All the same, we cannot solely address the military proper; there are wider areas in and for our military strategy we must consider. Of these, there are two key areas in need of urgent improvement: the first is logistics. Infrastructure is in many areas centuries out of date, hindering the rapid movement of troops and equipment, an issue that can only be solved with considerable investment: it will be required to double the infrastructure budget from £12 billion to £24 billion. Our aim will be to upgrade our railway system's capacity and quality by both making improvements to signalling and constructing new track. This will have economic benefits as well.
