It is vital in a democracy the individual is not discriminated against, however in Luthori we see time and time again the religious minority is often discriminated against, legally or extralegally, because of that we propose the following:

1. No government entity, including the duchies, will have the legal ability to discriminate against someone because of a religious or spiritual.

2. No government entity, including the duchies, will have the legal ability to target a certain religious or spiritual doctrine in an attempt to stop its spread.

3. No government entity, including the duchies, will have the legal ability to stop the convening of a religious congregation unless there is an immediate danger.
