Description[?]:
Article 1: As a comprimise to those who would prefer a public-run school system, we propose the prospect of publically funded and regulated charter schools, whose population is not to exceed 10,000 students nationwide. Charter schools will allow us to hand-pick the best of the best of our students, without regard to income or other protected status, and allow us to give bright youths an absolutely premium education. So far, the estimated cost, all things considered, will require us to devote 5.5 billion for facilities construction (which can be pulled from the surplus), and approximately z2500/child (or 2.5 billion) therafter, which is a superb funding level for such a project, well-funding teacher and support staff salaries for the specialty schools, and is perfectly within budget without removing funding from any other program. Article 2: A child is considered an adult in Zardugal at age 16. Keeping them past this is absurd. Thus I propose raising educational standards in response to the drop of two years, that though two years have been dropped, what is expected of a high-school graduate remains the same. Article 3: Meh, is what it is. The Current state of Education in the Consulate The current funding level is allowing us to maintain an exceptional level of education for all primary, secondary and collegate students in Zardugal. All schools are well-funded and standards exceed those of (Japanese) schools. There is suffecient money to maintain high standards for all, and assistance to any wishing a college education to get one, without unreasonable demands placed upon them financially. If anything, management of education at this point in time leaves my department in a surplus, which is the reasoning behind the articles in this bill. ~Kamui Kozushima, Minister of Education and Culture |
