| Article 1. Basis for this Agreement Section 1.1. Hobrazia's faith and political communities have agreed to abide by this Agreement to prevent inter-religious conflict. Section 1.2. Upon ratification by Parliament, this Agreement is to become binding on all citizens and officials of Hobrazia. Section 1.3. Obligations created by this Agreement must always be fully-funded by the Ministry of Internal Affairs. Section 1.4. This Agreement will parcel certain government positions according to the 4910 census, which recorded that Hobrazia's religious makeup was: 57% Hobrazian Orthodox Church (OOC: Armenian Apostolic Church) 32% Hobaist (OOC: fictional in-game religion) 6% Aurorian Patriarchal Church (OOC: Catholic Church) 5% Other Article 2. State Religion Section 2.1. Hobrazia is not to favor either Hosianism or Hobaism in state policy. Section 2.2. If a state religion is mandated, Hosianism and Hobaism must equally be considered state religions, and funded in proportion to their population. Article 3. Representation Section 3.1. Ministers Certain government Ministers must follow a religion designated to that post. If not specified, then the Minister may belong to any religion. The Minister of Foreign Affairs must be Hosian. The Minister of Internal Affairs must be Hobaist. The Minister of Finance must be Hosian. The Minister of Defense must be Hobaist. The Minister of Justice must be Hosian. The Minister of Education & Culture must be Hobaist. The Minister of Environment & Tourism must be Hosian. The Minister of Trade & Industry must be Hosian. Section 3.2. Parliament is to have a fixed 3:2 ratio of Hosians to Hobaists. Section 3.3. The Governor of Zargundia must be Hosian, and the Governor of Deltaria must be Hobaist. There is no religious requirements for other Governors. Article 4. Conduct Section 4.1. The Hobaist community is not to seek assistance from pagan governments or international organizations. Section 4.2. The Hosian community is not to seek assistance from Hosian governments or international organizations. Section 4.3. The Hobrazian Orthodox Church is not to seek administrative unification with non-Hobrazian churches (inter-communion is allowable). Section 4.4. Neither Hosians nor Hobaists are to proselytize to each other. Article 5. Monarchy Section 5.1. Hobrazia is to have a ceremonial monarchy, with the first Mepe (King) of Hobrazia to be Prince Anastasius I (Vakhtanid). Section 5.2. Upon the monarch's death, the throne is to pass to his/her eldest child. Section 5.3. The Ministry of Culture is to fund the activities and lifestyle of the monarch. Section 5.4. The monarch will serve a ceremonial role, providing a cultural figurehead for Hobrazia, participating in state visits, and providing advice on governance. The monarch is to have no direct power over legislation, policy, or executive action. Section 5.5. The monarch may, however, assume emergency powers if so authorized by Parliament. In such a situation, the monarch will become Hobrazia's official Head of State. Section 5.6. Should the monarch become unfit for duty, Parliament may remove him/her and install a new monarch of their choosing by a 2/3 vote. |
