| This Bill hereby establishes a minimum drinking age of 18 and requires sellers of alcohol to acquire a seller's permit and renew their permits on an annual basis, the procedures on which shall be administered by the Ministry of Food and Agriculture. Minors below the age of 18 caught drinking shall be subject to a minimum 250 ruble fine and shall be required to partake in 24 to 48 hours of community. If found drinking and driving, then the minor shall be prohibited from driving and shall have their driving permit suspended for up to one year. If a vendor is found to be selling alcohol to minors or selling alcohol without a renewed permit, then they shall be fined by up to 1000 rubles and are subject to up to six months of supervised probation. An excise tax on alcoholic beverages is imposed equal to 5 KSB per liter of beer or spirits sold and of 2 KSB per liter of wine sold, with the excise tax rising with the rate of inflation. |

| Message | We absolutely oppose this bill. We do not know the reasoning for an arbitrary setting of age. And we ABSOLUTELY oppose the setting of excise tax. We do not support the use of national policy to discourage free choice in our citizenship. |
