Article 1: Tobacco products may only be sold to individuals over the age of 18 and schools in Kalistan are empowered to enforce disciplinary actions against students found smoking. a) Vendors selling tobacco to minors are subject to a fine of 200 KSB for the first offense, 500 KSB for the second offense, and 1000 KSB for each following offense. b) Vendors must request a photo ID of anyone seeking to purchase tobacco products who is under the age of 24. Vendors who fail to do so are subject to a civil penalty of 15,000 KSB for each individual offense, with total penalties limited to one million KSB. Article 2: Cigarettes must be sold in packs of 20 in a properly labeled and sealed package. Failure to comply leaves sellers liable to the same fees established under Article 1(a). Article 3: Restrictions shall be imposed on the packaging and advertising of cigarettes and other tobacco products, with violations subject to the same fines as in Article 1(b). a) All cigarette packages must list the health conditions caused by smoking, including cancer, heart disease, diabetes, and stroke. Health-related warnings must be in capital letters, on all six sides of cigarette packaging, be at least 0.5 centimeters in height, and must be displayed in a color contrasting from the rest of the packaging. b) All cigarette packaging must contain images on the front and back showcasing the physical detriments and harms caused by smoking to the lungs and heart. c) Any cigarette flavors besides tobacco and menthol are prohibited from being sold. d) Cigarette packaging cannot describe the product sold as "light," "low," or "mild." e) Tobacco companies cannot advertise using cartoon characters or other characters created with an audience below the age of 18 in mind. f) Cigarettes cannot be advertised on radio or on television. Article 4: A tax equal to 8 KSB per pack of cigarettes is imposed and shall be set to increase on an annual basis based on inflation. Article 5: Tobacco consumption is prohibited in government buildings, including schools, and private establishments allowing for smoking must provide well-ventilated non-smoking sections. |
