Bill: I'm a citizen, but i don't know anything about Hobrazia (third try)

Details

Submitted by[?]: Hobrazian Peoples Party

Status[?]: defeated

Votes: This is an ordinary bill. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.

Voting deadline: August 2225

Description[?]:

Citizenship rights should be reserved for those interested in Hobrazia and those who wants to stay in our country and serve the nation. Therefore citizenship should only be given to those who can pass a qualifying examination.

This test should consist of questions on, among others, following topics:

History, basic civics, language and Hobrazian culture.

Education should be provided for those interested in recieving citizenship.
This bill will take effect immediately after it passes and has effect for those seeking citizenship after that date. Current inhabitants of Hobrazia will recieve citizenship if no other wish is stated.

MessageErm, not only is this unfair, but it is also a waste of bureaucracy; low-level, unskilled workers, for example, would not even need to be fluent in the Hobrazian language (English?) to serve Hobrazia. Also, what about the grandfathered citizens? If they don't know anything about Hobrazia, and they're allowed to keep their citizenship, then that isn't fair on those that fail the exam. (Not that I propose forcing citizens to take an exam to stay in Hobrazia)
