The current regulation states that all tap water, regardless of purpose, must be drinkable. This means that greywater (such as waste water generating from showers) is fully retreated at a waste treatment plant, even if it will be used for non-consumption purposes such as industrial or farming purposes. In drought zones, this could mean that the water supply is further constrained by needless water treatment. It also actually INCREASES the net pollution, as the chemicals used for water treatment must also be disposed (usually mixed in with the treated water).

By allowing a range of standards that would differentiate between industrial / farming and private use, this bill allows greywater to be re-used for non-consumption purposes without compromising the quality of tapwater in homes.

What is greywater ?

Any water that has been used in the home, except water from toilets, is called greywater . Dish, shower, sink, and laundry water comprise 50-80% of residential "waste" water. This may be reused for other purposes, especially landscape irrigation.
Why use greywater ?

It's a waste to irrigate with great quantities of drinking water when plants thrive on used water containing small bits of compost. Unlike a lot of ecological stopgap measures, greywater reuse is a part of the fundamental solution to many ecological problems and will probably remain essentially unchanged in the distant future. The benefits of greywater recycling include:

MessageThe GMP admits a previous level of ignorance on the subject, and whilst it sounds promising we have this overriding concern.

"In recent years concerns over dwindling reserves of groundwater and overloaded or costly sewage treatment plants has generated much interest in reusing or recycling greywater, particularly for use in irrigation. However, concerns over potential health and environmental risks means that many jurisdictions demand intensive treatment systems that are so expensive they usually cost more than simply treating and buying the tap water they save. Treatment methods and risks are poorly researched and understood by authorities."

Messagethe GMP has a very good point that it the science is not very well understood. However, it doesn't change the fact that water levels are preciptiously low in some areas, and the choice isn't so much as whether or not to use treated water, it's grey water or nothing at all. In the current statutes, an apartment building would not be allowed to use the greywater from its tenants to water the lawn for example. There are plenty of non-controversial uses of greywater that it is well worth having the flexibility.
