The ULHC has a working solution to boost the Luthorian economy, while also retaining our own cultural identity: institute quotas based on qualifications, rather than nationality. A transition to a more merit based approach to immigration would sincerely benefit Luthori, and would ensure that only the best are able to enter our great nation. This bill will ensure that immigrants who come here are actually beneficial, rather than a liability, who could only get here in the first place because they come from a certain place.
