This reform will re-establish the old Jakanian Senate of the Republic (Cumhuriyet Senatosu), to serve as a directly elected upper house. • Under the new law, the Senate will consist of 150 members, all of whom are elected for 8-year terms; the terms may be shortened in the event of a snap election. • Half (75) of the senators will be elected with each ordinary (lower house) election, in a staggered electoral system. • Most (60 out of 75) seats up for election each time are elected proportionally, by the D'Hondt method (https://icon.cat/util/elections), based on the votes cast by the electorate in the lower house election. • A further 10 seats out of 75 are awarded to the party that received the largest number of votes in the nation-wide lower house election, as a majority bonus. • The final 5 seats are given on a first-past-the-post basis to the party or parties with a plurality of the vote in each of the country's 5 regions. • There will be a 5% electoral threshold for parties to win seats from the proportional bloc of seats; this threshold does not need to be met to win any of the 5 regional seats. • If the size of the lower house is changed in the future, the size of the Senate must be scaled with it; the Senate must have a number of members in the range of 20% to 33.3% of the size of the lower house at any given time, and it must always have an even-numbered membership. • If passed, the restored Senate will be elected at the next general election, currently scheduled for 4992, though this may or may not be brought forward. |
