As there doesn't seem to be any option for regulating fireworks by quality control standards, we propose that the overall legislation in this area be clarified to "all adults are allowed to buy fireworks". Not only is it in the interests of safety and clarification of the regulations, but we also can't see any reason as to why such legislation should fall under different circumstances in different regions. |

Message | The GPP opposes changing fireworks laws specifically because there are plenty of "reason(s) as to why such legislation should fall under different circumstances in different regions." 1) Fireworks are much more harmful in urban areas than rural areas 2) Fireworks are more likely to cause fires in dry areas than wet areas 3) Fireworks are more likely to cause fires during dry seasons than wet seasons, which can differ by area The GPP is neutral on the actual use of fireworks, because we feel that the right to do so can have large external costs that differ depending on the situation. However, we are certain that by setting firework laws on the national level it completely eliminates any flexibility in policy and across the board increases the likelihood that the external costs become much higher (think about a forest fire). |

Message | We would assume that every adult Jelbanian assumes a level of responsability in adherence to the most obvious safety guidelines. Unfortunately the options on this legislation aren't more specific than this; e.g allowing for certain broad guidelines, but in that case we would assume Jelbanians have this basic level of safety comprehension and/or there would be some general rules for the practice - e.g the de facto situation in the UK. As for points 1, 2 and 3 specifically - these disparities are seen just as much within one region as they are with the nation as a whole, therefore there is no reason why the government can not assume this role with the added benefit of setting a basic safety standard that no children should be allowed to purchase them. |

Message | I like fireworks, they are quite fun, but this is a loacl thing. Fireworks should be fine out in the country, but in a big city, it may not be smart. |

Message | but wouldn't we generally assume that basic safety precautions such as those are taken as given for adult Jelbanians? We feel that the proposal offers more overall civil liberty and doesn't patronize our citizens. |

Message | Civil liberties should also take in the rights of others into consideration. "Common sense" will not prevent a bad neighbor from launching fireworks at night. This type of regulation would be possible in a local law but is definitely ruled out (as far as the game is concerned) in the national one. |
