This bill is proposed in the context of local governments handling hunting and fishing rules and the national government regulating the killing of any animal and the keeping of exotic and endangered species and forbidding killing whales. This bill does not mandate nor forbid registering domestical animals by local governmnt.

This bill does as an Article 2 make preventing domestic animal abuse a local responsibility.

MessageWe would ask the government to consider withdrawing this bill. We feel that this is a useful area for local government to regulate, we don’t feel it needs national government regulation but that it would be useful to have some sort of regulation to safeguard domestic animals from abuse and harm.

MessageFrankly, we think registering every pet and farm animal is a way to swamp local government with trivial tasks. Not that we disagree with either the idea pets and farm animals should get some protection from cruelty and abuse or that this is a task best handled by local government.

MessageThe KCP have reconsidered our stance on this legislation, if the FC has other ideas for changing this law then we feel the proposed change in this bill would be preferable. We have considered that other laws we have in Kanjor against the killing of animals and against their use in research should protect domestic animals from ill treatment sufficiently. We would no longer be opposed to this bill.
