Justification:
1. Fireworks can be used as explosives by terrorist organisations if they can get them. They also cause serious levels of noise pollution that can harm animals.

2. Every public building must have shelters for private citizens is what we mean by this legislation.

3. Some drugs can be fatal if overdosed on, so the government should maintain a list of which drugs are safe. Cannabis is not the only one, but this variable is the closest to our desired level.
