For greater realism (not having the same vote totals and percentages in national elections as in duchy elections), if this bill receives the support of Luthori's players it should be considered that going forth the results for national elections in the duchies are only relevant for the duchy elections based upon them.

Ways to stop the combined duchy election voteshares from being the same as the previous general election's (while still reflecting the duchy results) should also be considered for greater realism; but I don't have any ideas at this moment.
