Fellow Senators,

Several changes need to be made to our governmental institutions, for the betterment of Selucia and bureaucratic efficiency.

We call on the Senate to enact these reforms.

LEX NELIAN DE IMPERIUM REFORMATIONIS

The Senate of Selucia hereby legislates the following reforms to its governmental structure.

ARTICLE I:
• Section I: WHEREAS, all current government employees are required to declare political neutrality in all affairs; HEREBY all government employees are picked on a political basis, and allowed to be political.
• Section II: HEREBY, all government employees must swear loyalty first to the Imperator, second the Senate, and third their political organization.

ARTICLE II:
• Section I: WHEREAS, currently members of the legislature are prohibited from serving in the cabinet, and vice versa; HEREBY, all members of the cabinet are now required to be serving in the legislature.
• Section II: HENCEFORTH, should a member of the cabinet lose their seat, their position in the cabinet shall be forfeit.

ARTICLE III:
• Section I: WHEREAS, the leader of the legislature is required to be non-partisan; HEREBY the leader of the Senate can be politically aligned.
• Section II: HEREBY, the leader of the Senate shall be given to the leader of the largest party. Should the largest party fail to garner a majority vote in the Senate, the second-largest party shall be given a chance to nominate a Consul. Should no Consul be elected, a snap election must be called.

ARTICLE IV:
• Section I: HEREBY, the Imperator shall be granted the sole power to dissolve the Senate beyond normal election years.
• Section II: HEREBY, to trigger a snap election, a party must have at least a majority of the Senate to vote against the current government in a vote of no confidence; or a dissolution can be triggered through a failed government appointment.
• Section III: HENCEFORTH, if the Senate approves a vote of no confidence, the Imperator must dissolve the Senate early.
• Section IV: Should the largest two parties fail to form a viable government, the Imperator has the right to either; dissolve the Senate early, or; approve a minority government in which the current Consul shall act as caretaker, either until the Imperator approves a new election or; a viable government is formed or; a regular general election occurs.
• Section V: HENCEFORTH, the Imperator enjoys the privilege to dismiss at any time the minority government and call early elections.
• Section VI: HOWEVER, the Imperator may not dissolve the Senate early without its own consent.
