This bill seeks to formalize the procedures, powers and rights of those serving the Commonwealth and those within it. Section 1) The Monarch Article 1) The Monarch serves as head of the Commonwealth of Hutori. This includes duties as a formal representative to foreign nations, Commander in Chief of the Armed Services, and as an advocate of the people. Article 2) The Monarch can delegate these duties to a President duly elected by the people. The President must be sworn in by the Monarch in the ceremony known as the Oaths of Transfer. Article 3) The Monarch can at anytime and for any reason relieve the President of his or her duties, position and title. Article 4) The Monarch can at anytime and for any reason disband Parliament. In doing so this would cause a snap election to elect a new Parliament. Article 5) Upon the death of any Monarch the next in line to the throne is that Monarch's first born. Barring the first born the line of succession follows birth order. If the Monarch as no suitable successors then the next in line to the throne is the close relative heralding from House Steuart-Carmichael. Section 2) The President Article 1) The President serves at the behest of the Monarch and as such must give reports to the Monarch at least three times a week. Article 2) The President has the right to appoint Justices to the Supreme Court when one of the existing Justices is found either incompetent or has deceased. This appointment must be approved by a majority of Parliament. Article 3) The cabinet is to serve as the President's advisers in matters of state. Article 4) The President's duty is to uphold the law to the best of his or her ability, to defend the nation and it's people and to conduct international relations. Article 5) The aforementioned duties can be delegated to the appropriate members of the cabinet. Section 3) The Prime Minister Article 1) The Prime Minister serves as the chair of the cabinet, at the behest of the President and is the next in the line of succession for the Presidency. Article 2) The members of the cabinet answer to the Prime Minister and must carry out his or her orders unless they directly contradict those of the President. Section 4) The Cabinet and Line of Succession of the Presidency Article 1) The cabinet members may be required to submit reports on their Ministry's progress at the Prime Minister's or President's leisure. Article 2) The aforementioned reports can include but, are not limited to Intelligence, Financial and Action Reports. Article 3) The Prime Minister may dismiss a member of the cabinet with sufficient cause and Presidential approval. However, likewise the President must receive approval from the Prime Minister before dismissing a cabinet member. Article 4) The cabinet serves at the Prime Minister's and President's behest and as such is required to accomplish the goals of the administration to the best of their ability. Article 5) The line of succession of the Presidency is as follows: the Prime Minister, the Speaker of Parliament, the Foreign Affairs Minster, the Internal Affairs Minster, the Defense Minister, the Minister of Justice, the Finance Minister, the Minister of Trade and Industry, the Minister of Science and Technology, the Minister of Education and Culture, the Minister of Food and Agriculture, the Minister of Health and Social Services, the Minister of Infrastructure and Transport and then the Minister of Environment and Tourism. |
