Believing that the current law regarding citizenship too vague and to open to the possibility abuse. We hereby propose that henceforth a natural citizen shall be defined as a person who has at least one parent who at the time of birth retained Hutorian citizenship and that the person in question was born within sovereign Hutorian territory. Citizenship shall not be denied on the basis of race, religion, or gender. |
