This bill allows for Parliament to call a draft in times of necessity.

Article 1)

A time of necessity is to be defined as when Hutorian interests vital to the continuation of the state and the security of the people are in immediate danger.

Article 2)

Conscription may only be done if Parliament has already issued a declaration of war.

Article 3)

In the event of conscription those to be drafted will be selected by random lottery.

Article 4)

After the conclusion of the conflict responsible for the conscription all those conscripted will be offered an honorable discharge which they may take or deny at their own volition.

Article 5)

All men and women who are physically and mentally able and ages 18-48 are eligible for conscription.

Article 6)

Educational deferment may be obtained for the completion of post-secondary education. This deferment is not to exceed that of four years.

Article 7)

A person can be exempt from military service if they object to conflict on the basis of moral beliefs. Proof must be provided that this belief was held prior to the conflict that caused the draft.
