| Senators, Due to the urging of the Honorable Dux Nepos, I have crafted with my fellow Senators a bill providing for the creation of an upper chamber in Selucia, composed of 100 seats. This chamber shall be made up of Councillors appointed by the Imperator to life peerages. It is up to the discretion of His Majesty whether these peerages shall be inherited. CREATION OF THE CONCILIO NOBILIUM SELUCIANUS ARTICLE I: • Section I: HEREBY, the Senatus Selucianus shall be a bicameral legislature consisting of; the Senatus, directly elected by the people every 2 years, and the Council, appointed by the Imperator to life peerages. • Section II: HENCEFORTH, the Council shall have veto power on bills passed in the Senate, though this may be overturned by either a 2/3 vote in the Senate or the will of His Majesty. • Section III: All members of the Council are allowed to participate in electoral politics.
