The Constitution of the Teyrnas Aloria / Königreich Aloria (Aloria).(FOR RP PURPOSES)

Preamble
We, the people of Aloria, do hereby ordain and adopt this Constitution for the Teyrnas Aloria / Königreich Aloria.

Article 1: The Teyrnas Aloria / Königreich Aloria (Aloria).
(1) The Teyrnas Aloria / Königreich Aloria (Aloria). is a Sovereign Nation and the Sovereign Power belongs to the people of the Teyrnas Aloria / Königreich Aloria (Aloria). Sovereign Power shall be exercised in the manner provided for in this Constitution.
(2) The Teyrnas Aloria / Königreich Aloria (Aloria) shall be structured as a parliamentary democracy under a constitutional monarch with a bicameral legislature.
(3) The Name of the country shall in Draddwyr known as the Teyrnas Aloria and in Dundorfian as the Königreich Aloria
(4) This Constitution is the Supreme Law of the Land.

Article 2: The Cyngres / Kongress / Congress
(1) There shall be a legislature for the Teyrnas Aloria / Königreich Aloria (Aloria), called the Cyngres / Kongress / Congress, in which all legislative powers under this Constitution shall be vested. The Cyngres / Kongress / Congress shall be divided into two chambers, the lower chamber shall be the Senedd Aloria / Parlament von Aloria / Parliament of Aloria and the upper chamber the Cyngor Ffederal / Bundesrat / Federal Council.
(2) The Senedd Aloria / Parlament von Aloria / Parliament of Aloria shall have the power to make laws, to pass bills and legislation, to ratify treaties and international agreements, to amend this Constitution in accordance with the provisions of Article 14, and to ratify Cabinet Proposals in accordance with the provisions of Article 7.
(3) Each member of the Senedd Aloria / Parlament von Aloria / Parliament of Aloria shall be enlisted in a political party and shall be entitled to one seat only. Political parties shall represent their voters in the Senedd Aloria / Parlament von Aloria / Parliament of Aloria and cast their votes on their behalves.
(4) The Cyngor Ffederal / Bundesrat / Federal Council's powers shall be to approve the laws, bills and legislation, to ratify treaties and international agreements and amendments to this Constitution in accordance with the provisions of Article 16.

Article 3: Legislative Process
(1) All political parties shall have the right to propose Bills.
(2) A Bill shall be passed by a simple majority of the members of the Senedd Aloria / Parlament von Aloria / Parliament of Aloria present and voting, except in cases where the Constitution provides otherwise.
(3) The bill is then presented to the the Cyngor Ffederal / Bundesrat / Federal Council, where a simple majority will be needed to pass the bill into law, except in cases where the Constitution provides otherwise.
(4) A Bill shall lapse from voting should an election intervene, in which case it shall be returned to the Senedd Aloria / Parlament von Aloria / Parliament of Aloria for debate and restart the process.
(5) A Bill that has been passed by the the Cyngres/Kongress /Congress shall enter into effect immediately upon its passage.

Article 4: The Executive
(1a) The executive power shall be vested in the Prif Weinidog / Premierminister (Prime Minister) and the Cabinet.
(1b) The executive power belongs to the Prif Weinidog / Premierminister (Prime Minister), but shall be exercised by the Cabinet. The Prif Weinidog / Premierminister (Prime Minister) shall not be subject to responsibility; the members of the Cabinet are responsible.
(2) Executive decisions shall be entrusted in these bodies subject to the approval of the Cyngres/Kongress /Congress of Aloria.

Article 5: The Head of State
(1a) The Monarch shall be the Head of State of the Teyrnas Aloria / Königreich Aloria (Aloria). He shall represent the Nation, guarantee its independence and see to it that this Constitution is observed.
(1b) The Monarch shall be the Head of State of the Teyrnas Aloria / Königreich Aloria (Aloria). They shall be the symbol of the Nation and the guarantee of independence.
(2a) The official title of the Monarch shall be Ei Grace, y Tŷ Dusseldorf, Brenin Draddwyr a Dundorfian, Amddiffynnydd y Deyrnas a Brenin Aloria / Seine Gnaden aus dem Hause Düsseldorf, König von Draddwyr und Dundorfian, Beschützer des Reiches und König von Aloria (His Grace, of the House Dusseldorf, King of Draddwyr and Dundorfian, Protector of the Realm and King of Aloria)
(2b) The monarchy of the Teyrnas Aloria / Königreich Aloria (Aloria) is hereditary through direct, natural and legitimate descent from the previous monarch, to be outlined in a separate law..
(3) The Monarchy shall be a purely symbolic position and shall hold no political powers.

Article 6: The Council of Ministers
(1a) The Council of Ministers shall be headed by the Prif Weinidog / Premierminister (Prime Minister) and conduct the policy of the Government.
(1b) The Council of Ministers shall exercise the executive power and conduct the policy of the Government.
(2) The Council of Ministers shall consist of 10 members. Each member, aside from the Head of Government, shall direct an administrative department and is responsible for the tasks and functions entrusted to his or her department.
(3) The Head of Government shall represent the Council of Ministers and the Government both at home and abroad. He shall chair the Council of Ministers and shall be responsible for the conduct of public business and the general government policy

Article 7: Formation of Council of Ministers
(1) There shall be a Council of Ministers to assist the Head of Government in the proper discharge of executive powers.
(2) Any council must be ratified by the agreement of more than a half of the Senedd Aloria / Parlament von Aloria / Parliament of Aloria, according to Article 3 of the Constitution.
(3a) It is the responsibility of the largest party or coalition in the Senedd Aloria / Parlament von Aloria / Parliament of Aloria to propose a new Council of Ministers, to be approved by the Senedd Aloria / Parlament von Aloria / Parliament of Aloria as per Article 2.
(3b) Should the largest party or coalition fail to produce a new Council of Minsters, it falls to any party or coalition to do so.
(4) The Council of Ministers and the Prif Weinidog / Premierminister (Prime Minister) shall remain in office until such a time as a new Council of Ministers is formed.

Article 8: The Judiciary
The judicial authority shall be vested in a system of courts, both lower and constitutional. These courts shall have absolute power to ensure enforcement of the laws and constitution of the Teyrnas Aloria / Königreich Aloria (Aloria).

Article 9: Political Parties
(1) Political parties shall ensure that the will of the people prevails and, for this purpose, shall
represent their voters in the Cyngres/Kongress /Congress of Aloria.
(2) A political party shall be registered in accordance with the national laws may be dissolved in
cases of inactivity or for violations of national law.
(3) Representation in both chambers of the Cyngres/Kongress /Congress shall be determined through a general election in which all political parties may participate in accordance with the provisions of Article 13.

Article 10: Opposition Parties
(1) The opposition parties shall play a constructive role to ensure that the government and the
ruling parties function in accordance with the provisions of this Constitution, provide good
governance and strive to promote national interest and fulfil the aspirations of the people.
Their aim must be to make the Government responsible, accountable and transparent.
(2) The opposition parties shall have the right to oppose the elected Government and to question the Governments conduct of public business.

Article 11: The States
(1)The territory of the Teyrnas Aloria / Königreich Aloria (Aloria) comprises the Wladwriaeth/Zustand/States of Caermoel, Cymertraeth, Gavonshire, Sildar and Ultran. The national territory and the international territorial boundary of the Teyrnas Aloria / Königreich Aloria (Aloria) is inviolable.
(2) The states of Aloria shall maintain a local assembly to govern the states internal affairs such as local law enforcement, public education, public health, ownership of property, education of inhabitants, implementation of welfare and other benefits programs and distribution of aid, maintaining a justice system, local transportation and infrastructure, local economic policy and local taxation in addition to local and state elections.
(3) The Cyngres/Kongress /Congress shall retain control over trade, national taxation, the military and foreign affairs.
(4) The Cyngres/Kongress /Congress shall also retain the right to intervene into a States affairs should the State be unable to provide for it's citizens or has become negligent in it's duties. This shall temporary only.

Article 12: Local Governments
Certain powers may be devolved to the Local Governments such as City Councils and Counties by the Cyngres/Kongress /Congress in accordance with the procedures set out in Article 3.

Article 13: Elections
(1) Under this Constitution, the general will of the people shall be the basis of government and it shall be expressed through periodic elections in which all political parties shall have the right to participate.
(2) The method used to determine the number of seats each State receives in each chamber of the Cyngres/Kongress /Congress shall be laid down by law in accordance with the provisions of Article 3.
(3) All political parties shall have the right to call for an early election at any time. A call for early elections shall require the vote of a majority of the total number of members of the Senedd Aloria / Parlament von Aloria / Parliament of Aloria in order to pass. Elections shall be scheduled upon the passage of such call for early elections.

Article 14: Rights of the People of Aloria
(1) Under this Constitution all citizens of Aloria regardless of race, creed and gender, are equal and cannot be discriminated against for any of the mentioned reasons.
(2a) This Constitution recognises two official languages in the Teyrnas Aloria / Königreich Aloria (Aloria), Dundorfian and Draddwyr.
(2b) All institutions shall be written in both languages.
(2c) Both languages shall be taught in school.

Article 15: Religion
(1) The Kingdom of Aloria will guarantee the free excersise of religion within the country.
(2) The Kingdom shall not recognise, pay or subsidise any religious sect or organisation. Aloria is to be a secular country.
(3) The government of Aloria shall not favour one religion above the rest nor actively participate in religious activity.
(4) The only government official allowed to publicly practice to a religion shall be the monarch of Aloria and this shall be only during their coronation.

Article 16: Amendment
(1) Subject to the provisions of Article 3, the Cyngres/Kongress /Congress shall have the power to amend this Constitution. Amendments shall require a vote of two-thirds of the members of the Senedd Aloria / Parlament von Aloria / Parliament of Aloria and in the Cyngor Ffederal / Bundesrat / Federal Council in order to pass and may only apply to certain areas of this constitution.
