MessageSo, local election includes just state election or state and city council both?

My Proposal:
Seats of the States: Each state represent 150 seats in national parliament. For state election each state should have 300 seats (double from national parliament or may be more). I propose title of the Head (Governor/Chief Minister)

City Election: There are 20 cities in Beluzia. I propose, Head of the City council should be called "Mayor". And each city should have 9 councilors (9 districts per city).

How to determine the results: We can use the percentage of the National Election vote and allot the seats accordingly to that percentage.

These are my proposal and I am open to any discussion.

MessageJust returned to this after a while, how will city councils be calculated? Cities IRL have a diverse set of views, and I would like Union Bay to have a favourite son effect in favour of the Union Party.
