This Bill hereby formally creates the Kalistani Energy Consortium (KALENCON), to enforce the Nationalization of all energy generation and supply within the Republic of Kalistan, excluding that which is covered under the KALNAPECO Charter (http://classic.particracy.net/viewbill.php?billid=571991) The KALENCON will be charged to operate, maintain, aggrandize the National Electricity Grid to include all infrastructure related to generation and supply of power to Kalistani Consumers. These include * All Power Generation Plants * All Power lines, high tension towers and service poles * All meters, transformers, and substations * All customer service centers, employees and repair crews This Bill also directs the Finance Minister to allocate funds sufficient to open, fully staff and operate all generation stations pursuant to this Charter. As Energy generation and supply is fully nationalized in law, foreign investors may not gain a share in the KALENCON, and it is to be fully funded by the National Treasury and all accounts payed from draw on the Republican National Bank. The Ministry of Infrastructure and Transport shall oversee the operation and the maintenance of KALENCO. Energy supplies by the KALENCON will be generated to meet domestic demand, and energy may not be sold outside of the Republic of Kalistan. KALENCON will be overseen by a Board of Directors who will report directly to the Minister of Infrastructure and Transport. The Board will consist of no more than 15 directors, with the majority composed of Energy Sector workers, who are of no higher rank than Shop manager. The remaining directors will be divided among Business, Science, Engineering, and Academics. The Board shall oversee the practical operation of the entire energy Production infrastructure in Kalistan, and make quarterly reports on the status of the Infrastructure, changes in energy demand, and recommendations toward increased efficiency and output to meet the needs of Kalistani Consumers. The Board will themselves directly oversee District Level Boards who will perform the same functions as the Republican Board. KALENCON is explicitly charged with replacing fossil fuel energy production with renewable, non-polluting sources of energy, to include Deuterium-Tritium Fusion, Solar, wind, Hydroelectric, geothermic and Hydrokinetic power generation. KALENCON will oversee the closure of the remaining hydrocarbon power plants as more green energy comes on line. Closure will include cleanup of any toxins or pollutants, retraining of workers to continue to work in energy production, and restoration of powerplant sites to natural state. This Act will be enacted upon receiving an affirmative vote from a majority of the seats in the Chamber of Deputies. The Chamber of Deputies shall enact all laws necessary and proper to the correct operation of this Charter. This Act may be amended by a 2/3rds affirmative vote of the Chamber of Deputies.
