| Mr. Speaker, Only the state should have a monopoly on the use of force. Paramilitaries only serve to weaken the empire as they undermine the police and Luthorian military. Citizens under any circumstance should not have the authority or right to organise themselves as a proto-military unit and parade themselves up and down the streets of this country. We have seen what happens - looting, beatings, and riots. We see members of the banned Brown Cross doing it day and night. It must stop, right here and now.
