LOI SUR LA SYNDICALISATION DE L'ÉCONOMIE
(LAW ON THE SYNDICALIZATION OF THE ECONOMY)


The Bourse Générale du Travail (hereafter referred to as the BGT) hereby accepts the following law;


ARTICLE I
The state guarantees the right of citizens to own private property, and to operate private businesses alongside any businesses the state deems necessary to run itself;

Ia. The state reserves the right to subsidize, nationalize or privatize businesses or industries it deems essential to the well-being of the Rildanorian people;

1b. The right of citizens to own private property and to operate private businesses ends where the well-being of the common good begins, as decided by the BGT in any and all legislation it wishes to pass on this matter;


ARTICLE II
All businesses, whether privately or publicly owned and above a certain size, are to be run by Conseils Ouvriers Démocratiques (Democratic Workers' Councils, hereafter referred to as COD) made up of members so appointed by the workers alongside the owner(s) of the business;

IIa. Private businesses retain the right to decide themselves how best to choose the members of their respective COD. This can be done through election, sortition, or any other method that does not violate any legislation passed on the matter by the BGT.
Private businesses that employ only 1 person (only the owner) are not required to form a COD;
Private businesses that employ between 2 and 5 people must have a COD of 2 members;
Private businesses that employ between 5 and 50 people must have a COD of 5 members;
Private businesses that employ more than 50 people must have a COD of 1 member per 10 workers;

IIb. Publicly owned businesses shall organize elections every two years to elect members of their respective COD, the members thereof being proportional to the amount of workers in the business (1 member per 50 workers, rounding down) but never being less than 5(*). The state will never nationalize businesses of fewer than 50 workers;
(*OOC: For example, a publicly-owned steel mill with 718 employees would have a workers' council made up (rounded down) 700/50 = 14 members. A publicly-owned museum with 112 employees would have a council made up of 5 members)


ARTICLE III
All workers, whether in a private or public business, are required to be members of the trade union of their respective sector;

IIIa. Where necessary, the BGT will authorize the creation of unions if said sector is unrepresented or no private impetus exists to create a union;

IIIb. No more than 1 overarching union may exist per industrial sector (as legislated by the BGT) but said overarching union may divide itself in as many local offices as it deems necessary to achieve the optimal functioning of its operations;

IIIc. Each overarching union elects 1 member of the BGT through universal suffrage of its members;

IIId. Local unions within the same overarching union are allowed, and encouraged, to compete with each other to increase productivity, and quantity and quality of goods and services offered, within the confines of legislation as passed by the BGT;
