The Reformed Ba'ath Party proposes this revision to the budget. At the time of our assumption of control, there was a 400-billion deficit. With this new budget, there will be a 50-billion surplus. Our attempt was to cut as little as possible to achieve a proper balance for the state. We believe much of what was added in there before was merely waste that had been put in there by the previous regime.
