| Mr President, the Government is aimed to start a nuclear program for our Defense forces. Istalia was once one of the most powerful nation of world and it is undeniable that it was our nuclear arsenal that contributed to this as well as contributed to grant the highest degree of protection to our nation. With a nuclear arsenal enemies will think two times before to act against us, it is undeniable. The research program is aimed to develop strategical nuke and missiles able to be carried on bomber crafts as well as fighter jets and by balistic submarines that shall be developed in the future. The strategic nukes for the Navy will be carried by SLBM, submarine-launched ballistic missile (OOC: based on https://en.wikipedia.org/wiki/M51_(missile)) while the strategic nukes for the Air Force will be carried by a medium-range air to surface missile, an air-launched cruise missile (OOC: based on: https://en.wikipedia.org/wiki/Air-sol_moyenne_port%C3%A9e) It is thuse established the Strategic Air Force Command within the Air Force to manage the Air Force nuclear bombardment force, and it is established the Strategic Ocean Command within the Navy to manage the Navy nuclear forces. As per article 43 of the Constitution (http://classic.particracy.net/viewbill.php?billid=656924) this bill debate and vote is delagated to the parliamentary committee aimed to these matters and it is subject to state secret for reason of national security. Violation by part of the members of the said committee of the confidentiality will involve a violation of state secret and an indictment for violation of state secret and for endangering the national security. OOC: This bill should be considered as debated and voted behind closed doors as explained above and thus players should roleplay as it is a secret and news about this law and the involved matter should not be revealed publically.
