| Mr Speaker, in order to put an end to the clearly useless prohibitionism policies that revelead to be only a waste of money and just make turn citizens to illegal dealers with benefits for the organized crimes, the government promote a new approach. Introducing health and security regulation which the state apply to all sector of industry and economy, the state authorize the legalization, commercialization, sell and buy of recreational drugs which, now tested and analysed by legal and public or designed private euthorities will ensure the best degree of quality. Barring specific cathegories of workers to use, totally, at least when in service and/or during periods before and after the service, citizens are authorized to buy and consume recreation drugs within specific designated sites like shops, stores, designated bars, designated nigh locals, designated clubs and within and during open air or close designated festivals. Sell it will be prohibited to minors, designated establishments and areas for the trade and consumption of recreational drugs cannot be in exclusively residential areas and cannot be close to schools, pre-schools establishments, not designed public parks (if not temporary designed as area for authorized festivals), and other sensible places. Luxury Sale Tax will be applied to the sell of recreational drugs and collected resources will be used for the Healthcare services. Establishments selling recreational drugs shall expose informational panels about the risk of consumption of recreational drugs and refreigning people with determined pathologies to buy and make use of recreational drugs. Resources spared by the anti-drugs activity of law enforcement agencies will be redirected to public establishments to assist and follow medically and psicologically addicted people.
