Preamble: For nearly three decades the people of Lourenne have endured political instability, first under the un-democratic Kingdom of Lourenne, and then under the ineffectual pseudo-Republic that succeeded it. So ineffectual is this “government,” that the Kings of Lourenne have yet to abdicate; they have just been stripped of all powers and duties. It is time to end this threat to our nation once and for all. For nearly three decades the people of Lourenne have endured skyrocketing inflation, unemployment, homelessness, and poverty while their tyrants - and later, elected tyrants - grew all the more richer. It is time for this injustice to end once and for all. It is with the support and approval of the people, in the voice of the People, that we hereby declare the new Federal Socialist Republic of Lourenne (FSRL), a nation where all people may flourish, where all people may live with dignity. The government will be socialist in nature, and as a socialist government will seek to aid its people however it can. It will seek to end not just poverty, but class itself. ARTICLE I: Establishment of the Legislative Branch of the FSRL Section I: All legislative power granted herein shall be vested in the unicameral Chambre des Députés (Chamber of Deputies) of the Federal Socialist Republic of Lourenne. Section II: The Chamber of Deputies shall be composed of members elected every second year in the five Communes of Lourenne. No person shall be a Deputy who has not reached the age of twenty one, been a citizen of the FSRL for seven years, and who shall not, when elected, be an inhabitant of that Commune in which he shall be chosen. ARTICLE II: Establishment of the Executive Branch of the FSRL Section I The executive Power shall be vested in a Chairman of the FSRL. They shall hold their Office during the Term of two Years and shall be elected by popular vote. Section II The Chairman shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors. Article III Section 1 The judicial Power of the FSRL, shall be vested in one supreme Court, and in such inferior Courts as the Chamber of Deputies may from time to time ordain and establish. The Judges, both of the supreme and inferior Courts, shall hold their Offices during good Behaviour, and shall, at stated Times, receive for their Services, a Compensation, which shall not be diminished during their Continuance in Office. Section 2 The judicial Power shall extend to all Cases, in Law and Equity, arising under this Constitution, the Laws of the FSRL, and Treaties made, or which shall be made, under their Authority;—to all Cases affecting Ambassadors, other public Ministers and Consuls;—to all Cases of admiralty and maritime Jurisdiction;—to Controversies to which the FSRL shall be a Party;—to Controversies between two or more Commune;— between a Commune and Citizens of another Commune,—between Citizens of different Communes,—between Citizens of the same Commune claiming Lands under Grants of different Communes, and between a Commune, or the Citizens thereof, and foreign Communes, Citizens or Subjects. In all Cases affecting Ambassadors, other public Ministers and Consuls, and those in which a Commune shall be Party, the supreme Court shall have original Jurisdiction. In all the other Cases before mentioned, the supreme Court shall have appellate Jurisdiction, both as to Law and Fact, with such Exceptions, and under such Regulations as the FSRL shall make. The Trial of all Crimes, except in Cases of Impeachment, shall be by Jury; and such Trial shall be held in the Commune where the said Crimes shall have been committed; but when not committed within any Commune, the Trial shall be at such Place or Places as the FSRL may by Law have directed. Section 3 Treason against the FSRL, shall consist only in levying War against them, or in adhering to their Enemies, giving them Aid and Comfort. No Person shall be convicted of Treason unless on the Testimony of two Witnesses to the same overt Act, or on Confession in open Court. The FSRL shall have Power to declare the Punishment of Treason, but no Attainder of Treason shall work Corruption of Blood, or Forfeiture except during the Life of the Person attainted. |
