Accepting that the Public sector can provide efficient and reliable public services, whilst also accepting that the lure of increasing profitablity and improvements in price and quality engendered through private competition can, in those areas that are not reliant on a purely non-profitable service provision, improve the goods purchased by the public, the Government will allow private investment and operation in all areas of business that are not directly required as part of essential public services. Business sectors to remain under the control of the Public Sector to include: Public Transportation (including national and local rail networks and services, local and national bus and coach services, and national and international airlines. Private business will be allowed to operate small scale private hire bus services and Taxi services); Public utilities (including water supplies, electricity provision, through the National Grid, and gas supplies); Primary medical care facilities; Essential Public Services (including Police, Fire, and Ambulance services as well as sea and land rescue services). The private sector will be allowed to compete primarily in production, retail and banking sectors where its ability to operate flexibly and quickly to changing economic conditions will provide the best provision to the public. These industries will, however, continue to have specific regulations imposed on them where necessary in order to maintain quality of product. |
