This bill aims to devolve shelter maintenance and construction to the local level. Shelters will be best maintained and funded by those who have the most at stake, i.e. the people in the area. This also allows the regional governments to decide where it's best to place new shelters so that they are easily accessible and can be used for other purposes as well.
