Whereas, foreign investment in Jelbanian companies was controlled nationally and relatively unregulated.

Henceforth, should this bill pass into law, local governments shall decide the level of foreign investment allowed for businesses in their sphere of influence, which should help protect smaller local businesses without over-regulating the economy.
