Upon the passing of this bill the following will be in effect:

Article 1 "State Organization
-The nation shall be known as a Federal Parliamentary Republic
-The nation shall be named the Commonwealth of Mordusia
-The nation shall be organized into the Capital Territory of Mordusia consisting of the nations capital, five states and the possibility for the creation of Outer Territories.
-The Capital Territory will have its own fully functioning government consisting of a elected Chief-Minister, unicameral parliament and security agencies. Capital Territory law must always abide by federal law
-The States shall have their own government, headed by a Chief-Minister that is appointed by their legislature. They made decide themselves whether to have a unicameral or bicameral chamber, may legislate affairs regarding lower education, social laws, local taxation, state management, local security and other minor affairs. States may not legislate monetary, military and foreign policy. States do not have to enforce federal law but federal authorities can enforce it on their land.
-Outer Territories may be created by a act of cabinet and encompass any territory outside of mainland Mordusia. Outer Territories have a territorial governor, appointed by the Governor-General, and a small territorial legislature appointed by the territorial governor. Outer Territories completely fall under federal law, with the only thing the local legislature can legislate being local taxation, infrastructure and security.
-All administrative divisions must abide by the federal constitution

Article 2 "Governor-General"
-The Governor-General of the Commonwealth is a elected head of state that serves as the representative of the Luthorian crown and the head of state of the country.
-The Governor-General of the Commonwealth is elected every 4 years by a two-round popular vote election
-The Governor-General of the Commonwealth his or her main task is overseeing the correct adherence to the federal constitution, serving as a representative of the crown and serving as the ceremonial head of the nation
-The Governor-General of the Commonwealth heads foreign delegations and has to sign bills as well as foreign treaties into law
-The Governor-General of the Commonwealth appoints the Prime Minister after each election
-The Governor-General of the Commonwealth may issue an early election on the request of the Prime Minister

-The Prime Minister appoints cabinet ministers who must come from the House of Commons
-The Prime Minister directs federal security agencies, sets out foreign and domestic policy agendas, chairs the cabinet and thus has final decisionmaking power and automatically heads the Ministry of General Affairs
-The Cabinet consists of all government ministers appointed by the Prime Minister and makes collective decisions on big topics
-Ministers within cabinet all hold responsibility for their specific ministries and may also issue policy directives if not directly countering government policy

Article 4 "Legislature"
-The Legislature is the unicameral House of Commons, elected though a single-member constituency election electing 301 MP's
-The House of Commons is the prime legislative body on the federal level, proposing, ammending, passing and rejecting federal legislation, declaring war, confirming appointees, issuing parliamentary investigations, call in ministers for questioning, declare a state of emergency, dismiss government, call for early elections
-The House of Commons is elected every 4 years

Article 5 "Judiciary"
-The Judiciary is a independent branch of government
-The Federal Judiciary is led by a chief justice, together with a Judicial Panel consisting of the most senior judges in the country
-The Judicial Panel appoints justices to Circuit courts, of which there are five, and which make rulings based on federal law.
-The Judicial Panel can take up final appeals for federal cases itself if requested by defendants or prosecution
-State governments legislate their own judicial systems for state law but must ensure that they remain independent from their other branches
-The Capital Territory and Outer Territories fall completely under the judicial jurisdiction of their respective federal Circuit courts
