Article 1 "Nation"
a)-The Country shall be named the "Republika Deltarska (Deltaria)"
b)-The Country shall be organized into a Unitary semi-presidential republic
c)-The Country will be organized into five regions/States
d)-The Regions/States all have a elected parliament and a directly elected governor (Candidate of the Largest party in state legislature). The regional/state parliaments are allowed to decide on any matter delegated to them by the Central Government and also have the task of enforcing national law on their territory.
e)-The Central government can take back any of the delegated subjects from the state government & legislature with the approval of the President of the Republic.
f)-In regions/states there shall be municipalities with a elected mayor that decide on local infrastructure, local taxation and enforce the law in their city/municipality


Article 2 "President of the Republic"
a)-The President of the Republic shall be the head of state of the nation, serving the constitutional term, he or she is responsible for foreign policy, security policy, monetary policy (and in this role appoints the head of the central bank and other high ranking financial officers) and is also responsible for "setting out general ambitions and guidelines on domestic policy"
b)-The President of the Republic appoints the Prime Minister and other government ministers as well as national government functionaries subject to later Parliamentary approval (and in case of normal functionaries, approval from cabinet).
c)-The President of the Republic may send back legislation to the congress for another review but only once per law.
d)-The President of the Republic may dissolve the Congress for any reason, EXCEPT for his or her own political gain, which would trigger early elections.
e)-The President of the Republic may grant pardons to individuals
f)-The President of the Republic is head of the armed forces and chairs all security agencies, directing them if needed


Article 3 "Government"
a)-The government is led by the Prime Minister of the Republic, which serves as Head of Government.
b)-After each General Election(Early or on time)The Prime Minister of the Republic is appointed by the President and may only be dismissed by Congress
c)-The Prime Minister of the Republic handles day to day affairs regarding domestic law and the implementation of newly passed legislation
d)-The Prime Minister of the Republic chairs the Council of Ministers.
e)-The Prime Minister of the Republic serves as Vice President and takes over presidential duties if the President resigns, dies or becomes incapacitated in office
f)-The Council of Ministers is the body consisting of all the ministers of government, appointed by the President on the advice of the Prime Minister.The Council of Ministers need to be tabled in the Congress within 12 months after initial appointment by the President.
In case the Congress doesn't confirm the Prime Minister & Council of Ministers or any of these,the President should be proposed with another Prime Minister and Council of Ministers by anyother Parliamentary coalition/party and that the President must make those appointments & table them in the Congress immediately, unless the President thinks that the proposed appointments (Prime Minister & Council of Ministers) do not command the majority of the Congress or the proposed appointments of such coalition would lead to instability.In such a case the President can dissolve the Congress & Call the elections immediately which the Congress must approve.
g)-In case of Vacancy in the office of Prime Minister,the President of the Republic will assume the responsibilities of the Prime Minister & government.He/She can ask some or any of the members of the dissolved Council of the Ministers to continue working & carry day to day affairs of the ministry or can make new caretaker(interim) appointments as the President deems fit, via a Presidential Order,until a Parliamentary coalition/party propose new appointments to the President & that the President consider such proposal a stable one/majority commanding, or early elections are held.
h)-The Ministers direct day to day affairs in their ministries and may also make small decisions that progress the functioning of government and dont stand in the way of government policy independently.
i)-When the President is of the view that the incumbent government [PM & Council of Ministers or either of two] is incapacitated,unable to perform their duties with due diligence & is dysfunctional,the President can propose new appointments to the Congress of Representatives,given the proposed members/parties agree to it.


Article 4 "Legislature"
a)-The legislature consists of the Congress of Representatives, the unicameral chamber of the Republic
b)-Members of Congress are elected every 4 years in a Regional based proportional election with every region gaining a number of seats depending on population and dividing those seats in a party list proportional election.
c)-The Congress of Representatives serves as the legitimate and only legislative body on the national level and is the prime decisionmaking body of the country.
d)-The Congress of Representatives, confirms the Prime Minister, confirms the ministers, proposes, ammends, passes and rejects national legislation, may issue a state of emergency, may remove the president with a unanimous vote, may dismiss the government with a majority vote, may issue congressional investigations, may issue parliamentary orders through commissions (can issue fines, order individuals to attend a hearing, order a criminal investigation if its orders arent met)


Article 5 "Judiciary"
a)-The Judiciary of the Republic is a independent branch of government
b)-The Judiciary is directed on general policy by the Ministry of Justice but managed on a day to day basis by the Judicial Circuit
c)-The Judicial Circuit consists of the most senior justices on the national level and appoints all justices on lower district levels
d)-Deltaria is divided into 5 State High Courts, Darali, Ushalande, Dissuwa, Doron Akigo and Alazinder & a national Judicial Circuit/Supreme Court,which can hear appeals against the decisions of the State High Court.
e)-Individuals may present their case in High courts which may issue verdicts based on national law
f)-Individuals may appeal a verdict to the Judicial Circuit/Supreme Court, which determines if the appeal is accepted and if it is hands down a final verdict.

Article 6 "Elections"
a)-Elections on the national level are to be held every 4 years unless early elections are called
b)-Administrative entities below the national government need to organize elections within at least 8 years in between but may legislate their own elections and how/when they are conducted as long as democracy is respected.
c)-Municipal elections are legislated by the regions.

With the passage of this bill,it repeals and replaces any previously approved Constitution of Deltaria.This requires 2/3rd majority to pass
