It defines the sea borders surrounding Hobrazia and other Countries and guarantees an internationally backed treaty so that should any event occur in those waters that Hobrazia can act unilaterally within that area without fear of backlash from the international community. It has no influence whatsoever over the Hobrazian naval industry. |
