During the Imperial Diet meeting session on Thursday 21 December 5151, 3 days before Christmas, the Prime Minister delivered his Policy Address, announcing what his government would do during its remaining three years in office, the policies what the Prime Minister announced is that the government encourages the political parties within the Diet, to "engage in the path of negotiation with the government and the government will do the same", he announced that a council of constitutional experts, was going to reform the Constitution, on the basis of the draft Constitution constituted in 5118, but never put to a vote, because of the ultra conservative majority within the Imperial Diet and the State of Emergency of Palmer, having prioritized domestic politics and security than Luthori's reform.
