| (http://classic.particracy.net/viewbill.php?billid=677283) Presiding Officer: 1.The Presiding Officer of the Senate will be known as "President of Senate". 2.(a)Any Minister or Senator nominated by the Government can serve as the President of the Senate. (b)President of Senate can be removed from office when 66% of total membership of Senate votes against the President of Senate.New President will be elected by a majority vote from within the Senate. (c)President of Senate has the right to vote on all bills whether he/she is a member of Senate or not. (d)A Deputy President of Senate will be elected from within the Senate by a majority vote by the Senators.He/She can be removed by a majority vote. Procedure of Proceedings: 3. (a) The Session of Senate can only be called by the President of the Senate.However,if 50% of the Senators submit a request for session,it must be requisited by the Senate President with in 10 days. The Session requisited under such rule comes with the timetable ( i.e. the number of sittings, agenda of session, time of starting & termination of each sitting, date of prorogation) as proposed by the requisitioner Senators.However, such Session can't last more than 20 consecutive days & shall be prorogued on the end of 20th day.Any agenda item left will be lapsed. (b) Such session requires a quorum of 50% to be present at all times.If at any time such quorum isn't present,the Secrerary of Senate shall inform the Senate President of such.The Senate President can then either prorogue the Session or adjourn the sitting to the next date. 4.The quorum required for any Senate sitting is 50% of total membership & can proceed without required quorum if it isn't pointed out except when called under rule 3(a). 5.If the Session is requisited by one-fourth of the members of Senate,Senate President reserves the right whether to call the session or reject the requisition. 6.The Senate must complete the process of deliberation & voting on any bill within the time frame laid by the President of Senate except when the session is called under Rules 3(a). |
