Government's policy towards the powers of the police:

Article 1: The Emperor shall have full power to prosecute those deemed as traitors.

Article 2: Upon the restoration of his Imperial Majesty as Head of State, the newly formed Imperial Secret Police shall arrest every single traitor in the Imperial Diet that voted for a republic.

These will only be temporary measures to ensure the traitors are rooted out of their nests upon the restoration of the Emperor to his rightful throne. Finally, this bill will remain in the Diet as a reminder to the rats who voted for a republic of their impending doom. And the act will be put to a vote once the Emperor is re-installed as the Head of State.
