| By the virtue of the Permanent Residency Bill (Act), 5192 all foreign nationals can apply to become permanent residents of Malivia repealing the existing quota system based on individual qualification. However, in such circumstances, the decision of the Foreign Ministry shall be the final. All applicants must produce a character certificate countersigned by competent authorities. |
