Given the fact that "Equal Representation for all Duchies" will lead to 4 seats being unfilled with a 79 Member Assembly, as happened in the recent election, the Institutionalist Party proposes returning to the old standard of weighing Duchies by population, with the slight advantage going to more populous Duchies.

The reason for keeping 79 is that it is a Prime number, and evenly split Assemblies, especially with two Parties is possible. So, since 79 is a Prime Number, it is not possible to be split evenly. However that prevents us from equal representation by Duchy.
