MessageIts important to note that this isn't increasing the sphere of the central government as much as it is simply ensuring that the local governments have enough funding to carry out these important tasks. Financing it should not be an issue.

MessageIs the active protection and funding by the state not government intervention? The local governments manage what the local people desire in those fields and have to acquire the funding before they can do anything anyway.

Financing is an issue as the funds required have not been assigned in the budget. The surplus is there, but it's surplus because it's money that isn't being spent. Propose a new budget if you insist on wasting it.
