To allow provincial governments to greater fit the needs of their citizens and promote further federalization of the Federal Republic. - Section I - a) The national government shall provide 50-60% of the funding for libraries and museums in provinces. - Section II - a) The cost of such institutions are to be determined by said Province's Ministry of Finance. b) Provinces are required to fund the entirety of costs which exceed the average institution's by 25%. |
