In light of the immense political and economic turmoil in the country we hereby propose the creation of a Federal Republic

Article 1 "Nation"
-The Country shall be named the "Deltariánská říše (Deltaria)"
-The Country shall be organized into a Federal elective constitutional monarchy
-The Country will be organized into five provinces and a federal district
-The Provinces all have a elected legislature as well as a directly elected governor. The Provinces reserve the right to legislate any matter not specifically reserved for the federal government. They may also legislate/organize their own organization (bicameral or unicameral parliament etc.) and that of government entities lower then themselves.
-Provinces may maintain their own Provincial Militia which can only be lightly armed and largely be used to aid police forces during times of unrest.
-The Federal Government holds the exclusive right to legislate interstate commerce, foreign policy, defense policy, monetary policy and jointly holds powers concerning labour and health policy/regulation.


Article 2 "Monarch"
-The Monarch, otherwise known as Císař or Czar, is the head of state of the Deltarian Empire and serves as its constitutional guardian and its face at home and abroad.
-The Monarch is appointed by the Council of Elders upon the death, abdication or removal of the previous monarch
-The Council of Elders consists of the heads of the Deltarian aristocratic houses and comes together to appoint a monarch amongst themselves with a majority vote
-The Monarch, in his or her capacity as head of state, shall be head of every consulate and embassy or other foreign office and may appoint or dismiss diplomatic functionaries
-The Monarch serves as the highest ranking member of state at foreign meetings and visits
-The Monarch serves as head of the armed forces but delegates this role to the Minister of Defense
-The Monarch appoints the Prime Minister, but must appoint a PM that has a majority in the Imperial Congress
-The Monarch may disband Congress but only at the request of the Prime Minister or when a constitutional crisis is ongoing
-The Monarch serves as the symbol of the people and is expected to be impartial and above day to day politics

Article 3 "Government"
-The government, officially the Federal Cabinet, is led by the Prime Minister (officially the Chairman of the Federal Cabinet), which serves as Head of Government.
-The Prime Minister is appointed by the Monarch but may only be dismissed by Congress
-The Prime Minister handles day to day affairs regarding domestic law and the implementation of newly passed legislation
-The Prime Minister chairs the Federal Cabinet and directs its operation, having a veto on any decision made by it
-The Federal Cabinet is the body consisting of all the ministers of government, nominated by the Prime Minister and confirmed by congress.
-The Ministers direct day to day affairs in their ministries and may also make small decisions that progress the functioning of government and dont stand in the way of government policy independently.

Article 4 "Legislature"
-The legislature consists of the Imperial Congress, the unicameral chamber of the Empire
-Members of Congress are elected every 4 years in a Regional based proportional election with every province gaining a number of seats depending on population and dividing those seats in a party list proportional election.
-The Congress serves as the legitimate and only legislative body on the national level and is the prime decisionmaking body of the country.
-The Congress, confirms the Prime Minister, confirms the ministers, proposes, ammends, passes and rejects national legislation, may issue a state of emergency, may remove the monarch with a unanimous vote, may dismiss the government with a majority vote, may issue congressional investigations, may issue parliamentary orders through commissions (can issue fines, order individuals to attend a hearing, order a criminal investigation if its orders arent met)
-Parties seeking to compete for seats in Congress must first have local representation in at least 4 local governments
-Independent candidates can run for congress but only when joined together on a list in at least one State

Article 5 "Judiciary"
-The Judiciary of the Empire is a independent branch of government
-The Judiciary is directed on general policy by the Federal Ministry of Justice but managed on a day to day basis by the Judicial Circuit
-The Judicial Circuit consists of the most senior justices on the federal level and appoints all justices on lower district levels
-Deltaria is divided into 5 district courts, Darali, Ushalande, Dissuwa, Doron Akigo and Alazinder
-Individuals may present their case in district courts which may issue verdicts based on federal law
-Individuals may appeal a verdict to the Judicial Circuit, which determiens if the appeal is accepted and if it is hands down a final verdict.
-Provinces can maintain their own judiciary as long as judicial independence is guarenteed and these courts only make decisions based on state law

Article 4 "Elections"
-Elections on the national level are to be held every 4 years unless early elections are called
-Administrative entities below the federal government need to organize elections within at least 8 years in between but may legislate their own elections and how/when they are conducted as long as democracy is respected.
-Local elections are legislated by the states
