| Mr. Speaker, The Campbell Ministry II is pleased to announce the establishment of the Luthorian Special Constabulary (LSC). The LSC will be a specialized, highly-trained, and well-equipped unit tasked with defending the Empire's state security and maintaining internal stability. Officially, they will be recognised under the regulated paramilitary law and will be regarded as a state paramilitary force. The LSC will work closely with other law enforcement agencies, such as the police and the intelligence services, to combat terrorism, organised crime, illegal border activity, and other national security threats. In addition, the LSC will be responsible for providing disaster relief and humanitarian aid. And that last part is the most important and I stress that this is a force for good with a heavy humanitarian focus. The LSC will be subject to oversight and accountability mechanisms, to ensure that it operates within the law and respects human rights. I am confident that this new force for good will be an important addition to the Holy Empire's security apparatus, and will make a significant contribution to protecting the country's border.
