Section 1: The nation reserves the right to develop, purchase, and store biological/chemical weapons. Section 2: The nation reserves the right to use biological/chemical weapons. Section 3: A new agency, Union Central Intelligence (UCI) is created for clandestine missions abroad. Section 4: The nation reserves the right to use nuclear weapons. Message | Articles 2 and 5 are intolerable, The RLS will not support any bill containing them. Article 4 is unnecessary as the current policy is completely sufficient. If a bill containing article 5 of this bill passes, the First Peer will immediately use the newfound government powers to nuke everybody that voted for it :) With regards to article 3, we can agree to a less extreme version. We should have an intelligence service capable of counterintelligence and surveillance of foreign countries. |

Message | We will remove Article 4 for the time being. While there have been concerns of police corruption, we believe the security of our nation is more important. We must maintain the capability of first strike. The doctrine of mass nuclear annhilation is that if any nation launched nukes, then that nation would be retaliated against before those nukes even hit the defending nation. According to our current laws, enemies of the state can be assured that they will always have first strike capability in that we will only retaliate after we are attacked. This is unacceptable for the security of the Union. If First Peer Blanchard wants to nuke his own nation, he will have to wait until they are fully developed. |
