| (This bill was proposed by the Minister of Trade and Industrie Florence Pratt) Telephones services are an essential services for nearly all hutorian. This is why we need to ensure the affordability and the quality of the services provided by telephone companies. We need to protect hutorian customers from being predated by potentially malevolent corporation. This bill aims to create a measure to that effect. Provision; Article 1) Under the passage of this bill, a new commission call the ''Telephone Affordability and Quality Commission'' shall be created. Article 2.1) The commission shall be manage by a comity of 9 members. Article 2.2) 5 members of the comission shall be named by the Prime Minister Article 2.3) The 4 other mebmers of the comission shall be named by the leaders of the oppositions. The 4 nomination shall be divided equally amongs the leader of the opposition. If it is impossible to divide the nomination perfectly equally, the priority of nomination shall be given to the leader of the largest opposition groups by order of caucus size. Article 3) The commission shall have the responsibility to set the maximum price that can be charge for phones services Article 4) The commission shall have the responsibility to regulate the quality of the phones services offer by private corporations Article 5.1) The commission shall have the power to investigate potential fraud or transgression committed by private telephone service providers. Article 5.2)If a private telephone service provider is found to have committed fraud or transgression by the commission, the commission shall have the power to reprimand that provider as it sees fit |
